SAILING INSTRUCTIONS


Rules - The series shall be governed by The Racing Rules of Sailing 2001-2004, the prescriptions of US Sailing, and by these sailing instructions. In the event of a conflict, these Sailing Instructions shall prevail. All boats shall comply with YRA of LIS PHRF regulations.

Entries - Participants must have fulfilled the entry requirements set forth in the Notice of Race and the YRA of LIS Handicap Racing Schedule.

 

Series – The series shall be run on Saturday, October 5 and on Sunday, October 6. The first signal will be at 10:20 each day. The Race Committee shall attempt to run a total of 5 races with as many as 3 races each day.   Boats will be scored on their best 4 races. If 4 or less races are run, then boats will be scored on each race started.

Notices to Competitors and Changes in Sailing Instructions - Notices to competitors and changes in these sailing instructions, if any, will be posted at the four clubs (CIYC, HYC, MBYC and SYC) by 2100 the evening before the race, and announced via VHF radio (see “Radio Communications” below).

 

Host yacht Clubs and Social Events – Harlem Yacht club and City Island Club are hosting the event for EBYRA.   The social events immediately following each day’s racing will be held at the Harlem Yacht Club.

Marks, Courses, and Course Signals – Marks shall consist of inflatable buoys placed windward and leeward of the committee boat. Mark 1 will be approx. 2nm to windward, Mark 2 will be approx. 1nm to windward and Mark 3 will be approx. 1 nm to leeward. Courses are as follows:

Course signals will be posted on the committee boat under each division number. A “2” under the course signal for a particular division shall mean that that division shall sail the course twice. All marks must be rounded to port. Boats shall not cross the starting/finishing line unless they are starting or finishing. The Race Committee shall broadcast on VHF Channel 72 the bearing to Mark 1 before each race’s starting sequence.

Time Limits – Each boat must finish within 2.5 hours of her start time or be scored DNF.

Corrected times and Scoring – Corrected times will be calculated using the “time on time” method using a factor based on the boat’s PHRF
rating by using the following formula: F=600/(PHRF+480).  Low point scoring system will be used, modified using ¾ point for first place.  This changes the scoring system specified in the NOR.

Qualifier for Series Trophies - Each individual race in the series is a qualifier for the PHRF spinnaker and non-spinnaker trophies awarded by YRA of LIS.

Radio Communications - The Race Committee will communicate with competitors on VHF channel 72. At approximately 0930 on the day of the race, the race committee will broadcast any additions or changes to the scratch sheet or sailing instructions.

Starting Area - The starting area will be near Red Nun 46A, approx. equidistant between Belden Pt., Locust Pt. and Stepping Stone Light in Eastchester Bay. Boats shall check in by sailing, in line, past the stern of the anchored committee boat, prior to the warning signal, keeping the stern of the committee boat to their starboard side.. Each boat shall hail their sail number until acknowledged. Any boat that retires from a race or elects not to sail a race shall inform the Race Committee as soon as practical.

Starting and Finishing - The start line and finish line will be between an orange or yellow flag displayed on the Race Committee boat, and the starting pin. The Race Committee boat at the start may have one or more “anti-barging” buoys attached to her stern. The Race Committee boat, any such buoys, and the lines or fittings used to anchor or attach the buoys to the Race Committee boat, shall collectively constitute a starting mark. No boat may pass between any of the “anti-barging” marks and the Race Committee boat. The first warning signal will be made no earlier than 1020. The start will be run according to Racing Rules of Sailing 2001-2004. The Race Committee shall attempt to “roll” the starts, but is under no requirement to do so. Boats whose preparatory signal has not been made must keep well clear of the starting area, and of all boats whose preparatory signal has been made. Before the warning signal for a race, the Race Committee will signal with 5 short horn blasts. This is to signal “Pay attention. We’re going to be doing something soon.”


Restricted Areas and Government Buoys - Government Buoys that are not being used as race marks may be passed on either side, solely at the discretion of the skipper.

Protests - Competitors shall notify the Race Committee of protests by hailing the Race Committee as soon as practical after they are no longer racing, keeping well clear of any boats which are still racing. A written protest shall be filed at Harlem Yacht Club within 1 and 1/2 hours of the protesting boats’ finish time of that day’s last race. Protest hearings shall commence at HYC no later then 1 and ½ hrs after completion of each day’s racing.

Prizes - Winners will be announced at HYC after each day’s sailing and will be posted as soon as possible on www.EBYRA.org and at the four clubs. First, second and third place awards will be given for each division. All awards will be presented at the EBYRA Awards Dinner at the end of the year (Dec 8, 2002)
