EVENT
The Eastchester Bay Wednesday Night Series consists of nineteen scheduled races with spinnaker and non-spinnaker divisions, open to all PHRF boats. The organizing authority is the Eastchester Bay Yacht Racing Association (EBYRA).
RULES
The regatta will be governed by the United States Sailing Association, The Racing Rules of Sailing 2001-2004, the Notice of Race, and the Sailing Instructions. A boat shall have a minimum crew of two people on board at all times.
ELIGIBILITY
The series is open to all sailing boats, spinnaker and non-spinnaker, with a valid 2002 YRALIS or local (EBYRA) PHRF certificate. YRALIS crew weight limitations will not be in effect.
REGISTRATION
Application, certificate, and $140 entry ($125 for USSA members) must be received by Wednesday, May 8, 2002 to race on May 15. Thereafter, applications must be received by the Monday immediately preceding the boat's first race, and include a $30 late fee. EBYRA may assign sail numbers to boats to avoid conflict with boats formerly and currently registered in the series. Boats without a valid 2002 YRALIS PHRF Certificate will be assigned one by EBYRA
SCHEDULE AND LOCATION
The races take place each Wednesday from May 15, 2002 to September 18, 2002. The start line will be in the vicinity of 46A. The warning gun will be at 7:05 PM.
COURSES
Courses will be signaled from the committee boat according to course codes in the Sailing Instructions.
QUALIFYING
To qualify, a boat must compete in at least 50% of races started in its division, rounded down. See Appendix I of the Sailing Instructions for details of scoring and qualifying.
THROWOUTS
A boat will earn one throwout for every two races beyond nine in which she starts and in which there is a finisher in her division.
SCORING
Races will be scored using time-on-time based on factors derived from a boat's PHRF certificate rating, using the formula F = 600/(480+PHRF). Series scoring will be done using the Cox-Sprague scoring system, as described in Yacht Race Scoring, by F. Gregg Bemis. Cumulative scores will be calculated to the third decimal place. In the event of a tie, the tie will be broken in favor of the yacht that beat the other yacht more times, regardless of throwouts. See Appendix I of the Sailing Instructions for clarification of scoring for various situations.
UNITED WE SAIL
Race 18 is scheduled for September 11, 2002, the first anniversary of the terrorist attacks on New York City and Washington. In honor of those who lost lives and the members of the police department, fire department and armed forces who protect us and our freedom, it is therefore suggested that all boats fly an American flag for the duration of that race.
OBLIGATION TO PERFORM RACE COMMITTEE DUTY
Boats will be chosen by lottery to perform race committee. Names of boats chosen will be posted at the four clubs, the EBYRA web site (www.ebyra.org), and skippers will be notified by telephone. Boats must perform race committee on the assigned date with a minimum crew of 3 persons (maximum of 4) from each boat. Boats performing race committee duty shall not race, and will receive credit for one race as per Appendix I of the Sailing Instructions. Furthermore, boats performing race committee shall follow the guidelines set forth by EBYRA Race Committee Procedures. Failure to perform race committee on a boat's assigned date will result in a Non-throwoutable DSQ for that day's race. Failure to abide by the EBYRA Race Committee Procedures may result in a Non-throwoutable DSQ for that day's race or the boat not receiving credit for one race.
AWARDS
First, second and third place trophies will be awarded for each division in which there are 3 or more qualifiers. If 10 or more boats qualify, a 4th place will be awarded; a 5th place for 13 or more qualifiers, etc. Participants will be notified in November of the time and location of the awards dinner.
AMENDMENTS
Any additions or changes to the sailing instructions will be posted at the four clubs and on the EBYRA web site by 7:00 PM on the Tuesday before the race and will be effective for that Wednesday's race onward. Changes in the scratch sheet will be posted in the four member clubs by 6:00 PM on the day of a race, and are effective for that evening's race onward.

NOTE
The Wednesday night series takes place in the waters west of Execution light and in the waters of Eastchester and Little Neck Bays. Skippers should be aware that on any given night, the combination of wind, water and tide may mitigate against yachts of certain size and/or draft participating in that particular race.
